Can anyone point me to a specific FAA document which describes the rules for experimental aircraft (a document which is the equivalent to FAA Part 103 for ultralights) covering certification as well as operational requirements and restrictions? I've looked around the FAA's website but haven't found anything yet.

I found FAR 91.319 governing operational rules. Still looking for document with definitions, requirements and other restrictions of experimental aircraft. I'd like to read the official word regarding what is considered experimental and who can and cannot do what with it (ie. self-maintenance, inspections required, etc.).

Advisory circular AC 20-27D (or latest revision) (certification and operation  of amateur- built aircraft) is the best explanation I know on this subject.  Advisory circular AC 20-139 (commercial assistace during construction of amateur-built aircraft) might also be helpful.  These are available on the FAA website (FAA.GOV) or from your local FSDO if in the US.

In short, the builder of an experimental amateur built aircraft can apply for a builder's certificate upon issuance of the airworthiness certificate.  The builder's certificate allows the builder to perform all maintenance and inspection functions for that one aircraft including the condition inspection which must be completed at least once per year.  An experimental amateur built aircraft acquired from someone else must be maintained and inspected by the original builder (if the original builder obtained the builder's certificate and wants to do the work) or an A&P, except for preventative maintenance.  An IA is not required.
